Choosing a college: UCSD ChemE vs WUSTL EECE

First of all, thank you for your time!
I have received two admissions for my graduate study: UCSD ChemE (MS) and WUSTL EECE (ME)
UCSD’s program is a 2-year program and WUSTL’s program is a 1-year program.

Here are my questions

  1. I have heard that the EECE ME accepted many people who have been working for years, and this program is a chance to get promoted. Is that ture? What's the differences between this two programs?
  2. Please compare the possibility that my master program can change to a phD program given the differences between a ME program and a MS program.
