I am using many quotes in my SAO application essay. Are in-text citations sufficient? If so, should I use MLA? Ex. (Article,Website) or (Author,Article)?

My kiddo used a scientific paper for the writing sample which had several citations. It had already been written so I guess the format had already been in place. As long as you use a credible source it shouldn’t be an issue.
Why are you using quotes in your essay ?
It is a role model essay, and I’m using quotes from the person I chose. Also, I’m using a quote as a hook.
Unfortunately, it is difficult to offer advice without reading the essay. Using multiple quotes in one essay is unusual.
The purpose of the essays is for the AOs to read your words, not the words of others. The essay word limits may seem large when you first start writing, but they are actually quite constraining. If one (short) quote isn’t setting you up for a grand slam of an essay, you should avoid quotes all together. Multiple quotes is more likely to provide greater understanding of the person you’re quoting, not you.
In reference to your posted question, if you are going to use one amazing quote, I’d stick to a simple in-text citation and burn as few precious words or characters as possible.
