Class rank for Scholarship purpose

This is a question about giving Scholarships and comparing the Class Rank. (Not the admission)

School shows both UW & Weighted GPA and Rank on the Transcript.

So which Rank will Colleges consider for Scholarships not for admission, the one under UW or the one under Weighted.
Most of the time Rank related to Weighted is better then the Rank related to UW.

D is top 8% under Weighted but top 15% under unweighted.
If college use 15% for Scholarship purposes then she feel that she is getting penalized for taking AP classes then the ones who took Regular classes and get Easy A…

I have read that Admission Committee looks at both but what do Scholarship Committee looks at when awarding these Scholarships to all of the students.

It probably depends on the scholarship. There is no one-size-fits-all.
