I go to a large public school with 1500+ kids total. Anyway, out of 352 students in my class, I’m in the top 10% (haven’t gotten my latest rank). However, my school doesn’t weight GPA at all, so with all my honors and AP classes I’m still behind people who took the easiest classes in order to get a 4.0 Will college admissions understand this and not dismiss my class rank?

They will look at you ranking through a lens of the difficulty of your courses. The common app has counselors rate the rigor of your course load, and that should make a big difference.
