Cockrell Engineering Internal Transfer

I am currently a physics major at UT. I want to major in civil engineering, but my GPA is not competitive enough to internal transfer. I would try to raise it, but I have a lot of hours and it would take a lot of time to bring it up to compare to other internal transfer applicants.

However, I recently talked to the undergraduate civil engineering faculty advisor and he told me that I am able to take a lot of the upper-division civil engineering classes. I can even take all of them if I have the time.

With that being said, is it not required to grant a student the degree if he/she has completed all the required coursework without actually ever being admitted into the School of Engineering?

Thanks in advance!
