I am looking for schools in California that offer guaranteed admission for in state residences with those schools having a film or tv production major . I’m also looking for schools that offer that,but for out of state students. Also does anyone know of full ride program/scholarship for transfer student that cover junior and senior expenses with in that possible criteria. I currently have a 3.0 working to bring my gap. Does any schools programs that qualify me for that?
Not campus impacted for junior-level transfers, not major impacted, so a junior-level transfer who has fulfilled course requirements and has a 2.0 college GPA should be admitted:

Here is a list of more options from http://www.assist.org . Some of them are at CSUs that are impacted, but not highly competitive, so it is unlikely to get rejected with a 3.0 college GPA. UCSC is not that highly competitive for transfer admission, although its admission process involves essays, so it may not be as predictable.

However, getting scholarships as a transfer student will be difficult. Need-based financial aid at California public schools is good for California residents, but poor or non-existent for non-residents (check the net price calculators).
