Xavier and Duquesne would likely offer sufficient merit to just hit your target and both have good business programs. Dayton, which is already on your list, was another school our S with similar stats liked. He ended up at Ohio U, which is bigger than your S might like (17,000 or so undergrads). Your cost there after merit will likely be under $30,000/ year and as noted above is unchanged for four years.
