Colleges that accept International students applying for FA

I’m looking into chemical engineering or computer science.
MIT and Stanford are looking pretty shaky considering my stats right now.
But I have been in the U.S. for 8 years and I got my education here.
1). Does it really matter how long I’ve been here or is it mainly based on the fact that FA is very limited for international students in needblind schools and I literally would have to be the next Renaissance man in order to match the brilliance of the other international applicants.
2). Which schools are less selective towards international students but also have a nice FA system, along with a great engineering department?

Because of this, I still haven’t decided on which colleges I should apply to other than my sky-high reaches: MIT and Stanford. My teachers are still waiting on me to give them the envelopes for the letters of rec.
