Colleges that don't look at freshman GPA/look at progress

<p>So basically I slacked hard in high school, but REALLY hard freshman year. So my GPA year by year goes like this</p>

2.7
2.9
3.1</p>

<p>ACT is 24.
So clearly I’m not going after an Ivy, and nothing close to one at that. But is there a college that perhaps doesn’t look at freshman year at all, or at least colleges known to look for progress?</p>

<p>CSUs and UCs in California mainly look at soph and junior year so I would aim for those.</p>

<p>Avoid the midwest and south, anywhere else I’m happy with. I’m looking to major in Political Science and go on to law school.</p>
