I am currently a junior at UCR majoring in Art. I want to take summer classes at a community college. Can I only fulfill my breadth requirements at a community college or can I also fulfill classes in the lower and upper division classes?
A college class is a college class, regardless of the session in which it was offered. As long as the institution that will receive the transferred-in credits is willing to accept them, then you are good to go. Bring the class, the catalog description, and if possible, as syllabus, to your Registrar and get it approved ahead of time.
