ACT: Get back tomorrow but I don’t think its gonna be higher than SAT
ECs: Won states in one very competitive sport and not so competitive, lots of fundraising and decent volunteer hours (don’t wanna say the rest but above avg overall ECs IMO)
INFO: White Male, CS Major, High Income
Would I be competitive at either Dartmouth or Michigan (OOS @ both)

U Michigan has its own way of computing GPA for admissions purposes; you might want to check out the Michigan forum, if you haven’t already. According to Michigan’s common data set, GPA is a “very important” admissions factor whereas standardized test scores are “important” as an admissions factor.
I concur with @AlmostThere2018 that you are a reach at both. Also, Dartmouth is a private school, so OOS status is irrelevant there.
