computer cost on student budget

on http://calcomputers.berkeley.edu/infocentral.tpl?page=tips_buy_comp</a> there is a statement as follows:

“It is possible for you to include the cost of buying a computer, a monitor, and peripherals in making adjustments to your student budget. Not all students will be able to take advantage of this. In almost every case, the cost of a computer will only result in a larger loan or increased work-study eligibility.”

if i am receiving scholarship money that would otherwise go towards subtracting from my berkeley financial aid, can the above be applied to increase my student budget and thus perhaps by a computer (and essentially not to waste the money i’ve earned through scholarships)?

furthermore, as stated above, if the cost of a computer will increase the loan / work-study, would this apply then? (b/c scholarships take away from loans / work-study first, correct?
