<p>In general, such transfers are possible if the student gets good grades and plans the program well. However, some public university systems have special policies about transfers between their own campuses, so you need to go to UMCP’s web site and look for their transfer rules.</p>
<p>Try calling admissions at UMCP and see how it would work if someone would want to transfer from UMBC.</p>
