What is the source of this question? I don’t think there are “ignorance chemicals”. Do you mean “unknown chemicals”"?

B is a wrong idiom. You can’t use “through” with “using”. You can say “by using”.
© uses the wrong preposition with “created”. “Created by” indicates the agent who created the produce, not the material from which the product was created. To indicate the material used to create, you can say “created from” or “created out of”, or “created of”.

If the proposals (A) approved by the city council (B) at its most recent meeting © come to fruition, several derelict buildings will see new life after years (D) of neglect.
The answer is no error. However, I choose D because I think that “the building will see new life after years OF BEING NEGLECTED”. People neglect the buildings, therefore, it is passive.
Can you explain for me? Thank you very much.

“neglect” can be a noun, and “years of neglect” is perfectly idiomatic, like “months of hard work” or “hours of boredom.”

“being neglected” is an unnecessary passive.
