Could I get into UCLA, UC Berkeley, NYU, or UPenn?

I am a rising senior and have included activities I plan on getting involved with and courses I plan on taking. I have yet to take any SAT subject tests and have taken the SAT twice. The score below is that of my first try, as the results of the most recent test have not been released.

I transferred schools in the middle of high school (from China to the U.S.), so I didn’t have a chance to get involved in certain activities for all 4 years of my academic career.

Gr. 10-11 GPA: unweighted - 3.7, weighted - 4.13
SAT: Reading-740 Writing-740 Math-640 Composite-2120

AP/Honors Courseload:
9th Grade - AP Chinese, English honors
10th Grade - AP Biology, English honors
11th Grade - AP US History, AP Lang and Comp, AP Env Sci, AP Psychology
12th Grade - AP Lit and Comp, AP US Gov, AP Spanish, AP Calc AB, AP Statistics

Extracurriculars:
Model UN (9th-12th grade) : Secretary (11th grade), VP (12th grade)
Youth Voice Initiative (11th-12th grade): part of youth committee that created media that raises awareness of issues of local youth; co-hosted a couple of talk shows
Tutoring (9th-12th grade): worked and volunteered as a reading and English tutor
Fencing (8th-12th grade): won medals in several local and regional tournaments
Cross-Age Mentorship Program (9th-10th grade): mentored middle-school students regarding various aspects of adolescent life
College and Career Center Student Ambassador (12th grade): will facilitate and promote agenda and events of the high school’s college and career center
Student Member on Town Library Board (12th grade):
California Scholarship Federation (11th-12th grade): took part in community service
Volunteer as camp counselor at local Summer Literacy and Enrichment program (11th grade summer)

American Scholastic Press Association Award 1st Place (9th grade) - won for work as a staff reporter on school newspaper

NYU and UCLA seem like matches to me, and Berkeley looks like a high match/low reach.

Penn will be extremely difficult though, given that both your GPA and SAT scores are on the low side. Also, while your ECs are pretty good, especially given you transfered schools, there’s nothing that would make you stand out compared to other students. Nearly everyone applying to top schools has great ECs.

My advice would be to try to bring your SAT scores up to the 2200+ range and focus on writing killer essays. Getting into Penn is in no way impossible, but it will be difficult.
