Couple of questions regarding Non Filers Statement

I’m an adult American expat (HS Senior) in Asia, planning for college admissions for fall 2019. I understand that I’d need to get a Non Filers Statement for 1040 from the IRS to prove my financials for my situation.

I have a couple of questions regarding ordering a non filers statement from IRS -

  1. I'm applying for fall 2019 semester. What period should I get the transcripts of? Should I mention it as 12/31/2016, 12/31/2017, 12/31/2018?
  2. The Form 4506-T assumes that the address the applicant provided will be within US as it asks only for zip code and state but not country. If I mention my foreign mailing address will IRS mail it to my international address?
  3. I'm confused as to which IRS address should I mail it in - for individual transcripts (1040, etc.) its Austin, TX and for all other transcripts it's Ogden, UT?
  4. Does a non filers statement mean an individual transcript?
  5. Is there anything (documents, etc.) else I need to procure to prove my financials during FAFSA and CSS submission?

You need a non-filers statement for tax year 2017 if you will be completing a 2019-2020 FAFSA form.

You also need to read every single word on each financial aid page for EACH college you apply to…to see what each college requires you to submit for financial aid consideration.

IIRC, your parent also didn’t file a tax return. I know this parent isn’t a U.S. citizen, but they also might need to complete a non-filers statement…their reason for not filing is they aren’t a citizen.

“Individual transcript”…if you mean a tax transcript…you wouldn’t have one of these if you didn’t work.

Are you mailing the request for the non-filers statement? Is that your question?

@happymomof1 wouldn’t that agency that I keep asking you about be able to help this U.S. citizen who is living abroad…IIRC in India?

Regarding parent as you rightly pointed out, I believe it’s the non filers statement which is available for each college that they need to file. For example, under the financial aid docs requirement for Vanderbilt, they have a ‘Parents Non - Filers Statement’ which is unique and applicable only to Vanderbilt. Isn’t it? I believe that’s the only form they need to file (one for each college), unlike me where I have to procure one from IRS and also a Students Non - Filer Statement unique to every college.

Yes, I’m mailing my request for non filers statement. But not sure if I should mail it to the IRS address in Austin, TX or Ogden, UT? Would they accept a foreign mailing address as they don’t ask for country just zipcode and state?

Finally, just to verify one last time, I have to mention the period to get the statement as 12/31/2017, isn’t it?

I did shoot an email to the EducationUSA team of India but didn’t get a reply yet and I’m in a hurry to post this mail so thought this forum experts would be quicker (they sure are!).
