Covering the costs

I have enough money, from outside and within-UCLA scholarships, to cover a large portion of my UCLA fees this year. However, the financial aid office will only allow me to use less than half of my scholarships (so I can only use 9000) to fill the financial need gap that the financial aid office calculated by using FAFSA. When I asked what would happen to the excess amount that is not used toward that financial need gap, she said that they would either (a) disappear because they are in excess or (b) have the scholarship sources allocate the funds throughout my four years of school.

Is there a way to use that excess amount to cover any student loans that I may take out?
