CR question

The professor argued that every grassroots movement needs …: without public declaration of motives, there can be no cohesive organization.

(A) an invocation
(B) a prospectus
(C) a manifesto
(D) an arbitration
(E) a mandate

The answer is “a manifesto”… but I couldn’t understand why “a mandate” isn’t appropriate in this sentence… Please expalin me…

Thanks in advance!

I guess you can argue E to be a good answer but C just fits better…
mandate is an official order to do something while manifesto is a public declaration of policies.
Slight difference.

Thanks… it’s a little bit hard to distinguish the difference…
