No, you wouldn’t be ineligible. You could still get accepted but you would be a class behind and would need to complete that at the CSU. But if there was only one more spot available and it was between you and somebody with the same grades, GPA, etc and they completed all 10 pre-reqs but you only completed 9, well you can guess who they would accept.
