kind of…but it varies widely by campus and to some degree by major. UCs have TAG which is a much more robust transfer framework and gives you a published GPA threshold. Take the listed classes, earn the GPA, follow the process and you are in. Earning the threshold GPA (3.0-3.5 depending on campus and program) proves a challenge to many.
Most CSUs keep the GPA threshold hidden. except SJSU which publshes their threhold by major here:

It looks like all CSU and UC campuses are now only taking Jr transfers. (60 semester units).
Both do a good job publishing the courses they expect on Assist.
