Dartmouth PHD->MS: Who is the other one?

<p>I am applying for PHD(Computer Science)in Dartmouth. Here is my case:
Jan 13 I received an email from Dartmouth asked me whether I want to apply to the MS program if the PhD program does not come through for me.
At the beginnig of Feb, I was told that Only two PhD applicants, including me, asked to be considered for the Masters program.</p>

<p>I am so confused… Does it mean anything?
