Dean checked "no basis" on Common App Transfer College Report. What does this mean?

Hello,

I am a prospective transfer student who has applied for the fall semester of 2017. I recently submitted the Transfer College Report to the Dean of Student’s office so that he/his assistant could forward the form to my college list after he completed it. However, one of the colleges I applied to requires the student to upload the Transfer Report and the Mid-Term report to the college’s application portal. When I opened the document, I saw that the Dean checked “no basis” for recommending me to other colleges, despite a perfect, unweighted GPA as an honors student with no disciplinary reports.

Under regular circumstances, I would have never seen this report, as it is intended to remain confidential (like a professor’s recommendation); however, since I had to open it to upload it to my portal, should I be concerned with this answer? I have never actually met with the Dean himself, only his assistants as his schedule was busy. Does the “no basis” answer mean that he has no basis of judgment to recommend me because we have never met, or does it mean something more?

Because he doesn’t know you. No basis is the best mark to receive, perhaps next to enthusiastically. My dean, who in addition, actually put down incorrect info on the CR, checked off no basis. I transferred to a top 40 U.
