<p>Actually what I mean to say is that there’re no so called “good” or “bad” letters, IMO. BUT what I’ve heard is that specific defer letters are send to the applicants if adcom think something is missing about the applicant and need more complete picture to evaluate, in its entirety, for eg they ask like, “send your mid-year report” not just, you know, “send your additional grades” these things might have been misunderstood and termed as “good” defer letters. The so-called “bad” letters are ONLY defer letters (sent to all). The point is “good” deferral are not deferral at all, they are reminders! …Yet I am not sure about these things</p>
