To put it simply - no. While there is still a chance that you will get accepted, you will be evaluated with everyone else who got deferred and applied RD. If they didn’t see it in you the first time, chances are that they won’t the second.

Depending on the caliber of the new information, you could very well improve your chances of being accepted. For example, if you won a national contest or are participating in research related to your field, your application would most certainly receive a serious second look. If it’s just having joined another club or getting straight A’s instead of one B, it probably won’t affect your chances very much.

Well who’s to say your opinions count? I’m much more than numbers, and in the long run that’s what matters.
Except that adults here know how admissions work. Starting a club Spring senior year won’t work. I was expecting something along the lines of “Coca Cola Scholarship finalist” or “gained +4 on my ACT”.
It’s excellent you’re starting clubs and getting involved, because it promises good things if you continue in college, but it’s unlikely to get you off a waitlist.
It’s sad that it has to work that way. No one knows what a student from south Texas that has been deprived of a quality education feels like.
Of course universities understand your circumstances and how living in South Texas has impacted you. But we don’t have any information (profile, stats, colleges you applied to) so we answer your question wrt a deferral/RD list and what can change things in your favor.
