Dell Scholarship Recommenders

For the Dell Scholarship, they say that our Recommender must be someone with access to our academic records. Now, I want to have the director to my Upward Bound program be my recommender. My particular program requires us to submit our progress reports, report cards, transcripts, etc. whenever we get them. Is this good enough? Or do they mean that the recommender has to be someone that works at the applicant’s school who has access to the applicant’s grades at any point in time? Also, does anyone know what kind of questions the recommendation form asks?

So I emailed them, and they responded that as long as my recommender has official copies of my academic records and can confirm them, then they are fine. Does anyone know what questions the recommendation asks? Why is it important that recommenders have official copies? And what exactly do they mean by academic records? Transcripts, semester report cards, quarter reports, all of the above? I was just wondering why they stress that they need our academic records, since the semi-finalists are already required to submit a transcript anyway. I just want to make sure I selected the right recommender, just in case I get selected as a semi-finalist
