Do colleges care as much about ACT breakdowns as SAT breakdowns?

Many colleges post their SAT averages for each section, but few colleges/online sources post breakdowns of ACT tests? So does that mean that the ACT breakdowns don’t matter as much?

What would you suggest then to a student who is weak in a particular area, but say, can get 800s / 35-36s in the other sections?

They do but there is little information available. At least there is a short list of schools that do ACT superscore and consider section scores individually.
