It may be more common in Florida public universities, which have a mandatory summer session requirement for frosh entrants. Better to complete the summer session requirement early to avoid conflict with the greater summer job/internship opportunities usually found in later summers.
It may also be more common for entering frosh whose high school preparation is seen as deficient by the college admitting them, so making up the deficiencies in the pre-frosh summer may be recommended or required by the college.
