Do I even have a chance to get into my reach schools with a 3.3 gpa/4 ?

So I will have a 3.3 GPA after 1st semester of Senior year, and I had a 3.7+ gpa in 9th and 10th grade and then I just struggled in first semester of 11th grade and had like a 2.9, but then second semester I had about a 3.2/3.3 ish. I took 1 Honors class every year, and 3 AP classes in total.

Extra Curriculars:
4 years of Teaching assistant at a Saturday school
1 year of hospital volunteering
4 years of Science Olympiad
1 Year of Robotics
4 years of MSA Club
2 Years of other after school clubs

I did not do any sports, but my college essay is pretty good.

What are my chances of getting into a school like University of Wisconsin- Madison, University of Michigan - Ann Arbor, Loyola University, University of Illinois - At Chicago ,and Depaul University? I am not submitting my SAT or ACT score, I took the act but got a 25…

I think Wisconsin and Michigan are definitely reaches (probably out of reach). The other three are probably matches. Do you have any likelies (safeties) on your list?
