Do I even stand a chance at getting accepted to a top 30 CS MS program with a GPA of 3.6?

I have done no research and i have not taken the GRE yet(will take it as fast as possible), but i have one year of work experience. So i first thought my GPA of 3.6 was considered pretty good but then i saw that the average GPA admitted to UT Austin to the CS program was 3.84! https://utexas.app.box.com/s/f4jvxy5yejzjvhzufqziejcw4op1k3p3 . It kind of blows my mind that the average would be so high. Do i even stand a chance at top 30 programs with my GPA or will i have to look further down the list?

If it is a professional degree where they expect you to self-fund, you probably will get into one of the programs you want. Not necessarily your top choice but your GPA is OK (3.84 is an average, not minimum) and your work experience counts. If you want a more research-oriented program, it may be a bit harder to get into the highly selective programs.
