UCI/UCD seem like a Match. UCSD a high match/low reach. A higher ACT score will help your chances at UCSD. Be sure to apply broadly and have 1-2 safety schools on your list.

Are you sure you could afford to attend a UC as an OOS student? It’s very expensive with little to no financial aid for OOS students.

Stats-wise, I agree with @Gumbymom that your weak point is your ACT. Get that up and you’ll be in good shape.

Also, I don’t see a visual or performing arts elective, but maybe I’m missing it. Make sure to have one to meet the base requirements for admission. If you don’t, you won’t be admitted regardless of your stats.
