Do I stand a chance at UC Berkeley?

And if not, what should I do to prepare?

I am a junior applying to Berkeley as my top choice next year. I attend a Jesuit high school, though I myself have no religious affiliation.
Here’s my information:
*I realise my test scores are lacking. I’m taking the SAT and ACT both twice this year, along with SAT II subject tests for Physics, World History, US history, and Math Level 2. In addition, I will have taken four AP tests before applying (World History, US History, Psychology, Physics)

GPA: (unweighted) 3.754
Classes taken (9th to 11th grade):
•3 years of Latin
•3 years of Honours English
•3 years of Honours Maths (Geometry, Trig, Precalculus)
•2.5 years of Honours Sciences (Biology, Chemistry, Physics)
•1 semester of an additional science (Biology–Summer School, Non-Remedial)
•2.5 years of Theology (Introduction to Scripture, Christian Morality, History of the Church)
•2 years of Debate (1 year as “Advanced”)
•1 semester (worth of credit–course was two semesters long) of Leadership
•2 years of History (World, US)
•1 year of Social Sciences (AP Psychology)

Classes I will take next year:
•AP Chemistry
•AP US Government
•History of Genocide (Semester)
•Ethics (Semester)
•Community Service (Summer School)
•AP Calculus
•AP English
•AP Latin

Tests:
•5 on AP World
•215 on PSAT
•28 on PLAN
•90% on NLE 2011, Level 3

Extracurricular:
•Co-President of the Latin Club
•Founder of my school’s WDFY chapter (drug-abstinence group)
•Founder of a domestic poverty alleviation group
•Representative for Com and Finance on ASB (possibly VP of Finance next year)
•VP of the Cafeteria Committee

Sports (by graduation)
•3 years Cross Country
•2 years Tennis
•1 year Track

I live in Washington State and can only afford paying $15k/year myself, and intend to take out a $10k/year loan for 4 years.

Do I stand a chance to be admitted? If not, how can I improve?

And if I can, how would one recommend acquiring financial aid?

Ooh… I’d say your GPA puts you in pretty deep trouble (average here is a 4.2) so I’d say if you raise that to a 4.0 and get good marks on your tests you’ll be in the safe-ish zone. Ish. Berkeley is completely unpredictable at who they’re going to reject and take in - from my high school, I remember them accepting a 3.5 student who aced the SAT, but they rejected someone with a 5.0 and tons of honors courses.
