Do schools consider a family's student debt when calculating financial aid?

I am applying for the Park Scholarship, and I think I have a good shot at it (NC State is a safety) but I don’t really know the academic profiles of people who win it- AFAIK it isn’t publicly available.

Competitive merit scholarships should generally be considered “reach” because there is typically no public information on how competitive they are.
