Do UC's typically offer merit for OOS apps, like other state schools?

Thanks for this post. Just reading this about the UC Regents Scholarships. Are these solely merit based? Must the student apply to FAFSA to be eligible for these scholarships or can they be obtained only through merit?

They are awarded solely on merit (although at UCB financial need determines the amount of the award).

The Regent’s Honorarium amount is merit based per each campuses criteria so no FAFSA required. There is a need-based component if the student is eligible and they would have to file FAFSA for that portion.
