Does a personal website improve one's chances?

I already had a typical “what are the chances for an Asian from Europe” thread:

But this time I have another question:
I grew up with the Internet and technology and now I wonder whether it’s a good idea to mention a personal website about me. As admission officers and employers get more and more aware of the digital footprint of an application, I thought showing off an well-summarized identity instead of questionable pics on facebook would be good.

<p>I don’t want to be extremely critical, but there’s people that are also applying that design sites near the professional level as an extracurricular activity. Those IPhone apps that you’ve done do look impressive though. </p>

<p>Best of luck since you’re an international student and that alone doesn’t make it very ‘easy’ to get in.</p>

<p>Have you tried looking at other schools? The UCs have financial problems and I’m not sure if it’s really worth more than private colleges that you can possibly make in (considering international tuition costs and what not)</p>

I don’t want to emphasize my website as my work as it’s only output of the one-click-tool iWeb. I thought of this website as a more positive summary of my activities online and therefore to stand out a bit from the typical applicant with facebook and so on.
And yeah, beeing international doesn’t help me, especially with financial aid, thus the UC’s will be impossible for me.</p>

<p>But to return to my original question: Would you think adding my website to my application would enrich it to show kind of self-awareness and to stand out a bit?</p>

<p>I honestly don’t think it’s gonna do much because it is not like the admission officers will actually go on it. They have thousands of other applications to read and there is probably no way they are going to spend any more than a couple minutes on each application (I’d think)</p>
