Does each UC calculate units differently?

I saw someone in this forum, who were short from 60 units and therefore got rejected from UCSD. But apparently she/he still got into other UC. Does that mean each UC have different unit-calculating system? Transfers MUST have 60 units in prior to transfer, so I guess that other UC gave him credits for 60 units, whereas UCSD didn’t?

“7) Chemistry 3A and 3B are equivalent to Chemistry 1A per the Sierra College catalog. The UC-TCA indicates that both courses must be taken in order to receive transfer credit, and the maximum credit awarded is 5 units. Therefore, evaluators will deduct 1 unit of credit from Chemistry 3A as indicated on the UC-TCA.” (http://www.universityofcalifornia.edu/educators/counselors/resources/materials/ETS08/ETS08_BegTFH_PPT_Final.ppt</a>)

↑That’s what happened to my friend, who got deduction from her 60 units and rejected from UCSD and UCLA with 4.0 GPA. But she still got into UCD, though. Does that mean each UC calculate units differently?
