Does financial aid requirements impact the admission?

I could not finish all my financial aid requirements on time. I notice that the admission letter and financial package come at the same package. Some of schools I got the rejection letter which I thought I could get in.

My questions for someone who has knowledge on the admission are:

Is financial aid office working independently parallel with admission office or after the admission decision?

Does incomplete financial requirement impact any admission decision?

Thanks for feedback.

To start with, the admissions office and the financial aid office generally act as independent entities (especially in need blind schools).
Focusing on your specfiic problem, I was especially late with all of my financial aid requirements (I didn’t get my specfiic school’s package till April 24th), but when you get an acceptance letter, they have an attached letter that says you are still missing the required papers, but that surely doesn’t prevent you from attending. So just make sure to get all the paperwork in ASAP.
