does it help or hurt you if your school doesn’t rank? especially with scholarships that require ACT+ specific rank

Neither. The school sends a profile which shows at least a decile for the student.

Hurts if you’re val, helps if you’re in the 9.9th percentile. It will make it slightly more difficult for colleges to assess where you stand so they may rely more on your standardized test scores which may be a good or bad thing depending on how you stack up. For the most part though, it should be neutral.
