Does it matter which university one obtains his engineering degree?

Does it matter which university one obtains his engineering degree?

For example, I want to major in Petroleum Engineering. As I research online, it says that ALL students graduate from University of Texas A&T are able to find a job soon after they graduate. And some of them are able to find a job at big companies such as Chevron, etc.

Thats why I am wondering if the university one goes to matters. If i am not mistaken, there are only 15 universities in U.S. that offer P.E. degree. And as a Californian, I have to apply for universities at other states. Hypothetically if I get in an university which is lowly ranked among the 15 ones, is it less easy to get in big companies?

Lastly, I come from California, and i wonder is it harder to get in a university as an out-of-state student.

Thank you very much. I think i came across this university but i forgot about it since its not usually on the list of schools which offer petroelum engineering.
