Is UPenn a state school ;)?

No upenn is private

This school isn’t hard to get into at all. My sister got in with a 2.5 and and ACT score of a 17.

UPenn is an Ivy. I would assume all Ivies are extremely difficult to get into.

Which state school? For example, if you are in California, there is a world of difference in selectivity between the CSU Bakersfield and UC Berkeley.

Depends on the State School.
