Does need-blind plocy applies to ED applicants only ?

I wonder if regular applicants can’t apply for need-blind based financial aid.</p>

<p>I am Canadian permanent resident. UPenn’s web site says that need-blind policy applies to Canadian permanent residents as well.</p>

<p>As a Canadian permanent resident, you will be considered for need-blind financial aid whether you apply to ED or RD.</p>
