does number of admitted students fluctuate?

Does the number of students admitted to a certain Ph.D. program stay about the same every year? Or can it change considerably depending on available funds?

It will fluctuate due to not only available funds but how many students are retained each year and how many students each professor can take on for the next year. For example, if a professor is going on a sabbatical for a year, he won’t take on new students for that year and the admit number may be lowered for that year.

I have not thought about such various factors. Thank you!
