Does redoing a year (due to move) look bad??

Hi,
I am in a very weird situation, and would like to know what colleges will think of this.
Currently, I am a junior and might move to Germany starting my senior year. If I go to Germany, the only kind of diploma offered, where I will be living, is the IB diploma, which is a 2-year program. As a result, I will have to redo my junior year. Will colleges penalize me for this extra year? Also, how will my transcript work out? Would I send 5 years of high school work or just the most recent 4 years of work?

No, it won’t penalize you. You’ll send all 5 years of your high school transcript. It won’t be a big deal; they’ll understand it wasn’t in your control.
