Some colleges could be numbers driven, but have fuzziness because they admit by major, and each major has a different threshold.

Absolutely. Or if they had different admissions for in-state versus OOS, or so on.
In the cases I had in mind, these were privates that did not admit by major, although I did look at Penn, which admits by school. Interestingly, Penn was a less fuzzy college for our kids anyway.
