Does receiving an invitation to apply for a leadership scholarship probably mean that you will be accepted? It seems strange to receive the invitation prior to an acceptance letter.

No, it doesn’t. I agree, though. It is a bit strange.

i received the invitation letter as well! earlier, on UCLA’s forum, i was reading about an alumni scholarship invitation. according to them, it seems that the people who receive the email/call/etc. tend to be people selected based on GPA. nevertheless, i don’t know if the same applies to UCD, but maybe it does? you could always call the admissions office :)

As far as i am aware, the leadership/alumni scholarship is not very competitive. The Regents scholarship is very competitive. Therefore, getting invited to apply for Regents is a larger indicator of future acceptance. But, like many have said, plenty have been invited to apply for Regents and later been accepted. However, this happens more at UCLA/Cal.
