You mean --like a wastebasket? Something that’s smaller and fits underneath a desk? Not a big 20+ gallon garbage can.

Each floor/hall in a dorm will also typically have a trash chute or large trash can so that students can empty their wastebaskets.

Many dorms only have one wastebasket. I always got my kids a wastebasket for under their desks. Not tooo small. And get trash bags ( a little bigger size than the waste basket itself worked best). I don’t think my kid would have emptied the trash as often if there wasn’t a bag in there. I put a bunch of extra bags at the bottom of the cans. Now that my kids are out on their own they use this method in their own apartments having seen how much easier it is to keep things clean this way.
Neither of my kids’ res halls supplied waste baskets for their rooms. The colleges both required students to bring them and they had to be metal.
My kids’ dorms (SUNY schools) all had a small wastepaper basket for each student. My son and his roommate designated one for paper waste and the other for non and they share.
My D’s dorm had two small wastepaper baskets for each room - one for regular trash and one for recycling. There are bigger cans in the lounges.
You may want to post in your college’s specific forum for the answer for your school.
It can vary from school to school. You could ask your college’s residential life department or wait and see then order one online when you get there. Unless you go crazy, it’s a very inexpensive item to purchase.
At my daughter’s school they explicitly said wastebasket had to be metal for fire safety reasons. We complied. They then supplied each room with a plastic blue recycling can (not metal).
LOL. I guess no one at the school saw the irony!!!?
