Asthma is a completely different beast. My son has always had severe reactions, but his medical condition, and medications, were very evident to: the school, RA’s, roommates/dorm mates. Everyone knew he would be prone to asthmatic attacks. His room placement was between RA rooms and the nearest exits to the clinic and possible Emergency Services.
This appears to be a selective allergic reaction. The roommates don’t have to insist on seeing medical records, but housing and the medical community would require or request them since the person is claiming a medical reaction, claiming allergies, but isn’t allowing her roommate to have anything sprayed, nor working with her to ask her what kinds of sprays work. Sometimes, just following through on the claim, will help both roommates.
OK you’re allergic or sensitive to smells and maybe group housing isn’t the best for you.
