Dual citizenship

A friend of mine is wanting to apply to NYU. She lives in Uruguay but possesses both Danish and Uruguayan citizenship, and could theoretically use either one during the application process. I assume there are quotas of some sort applied to international applicants, so does anybody have any ideas about which citizenship she might use to her potential advantage?

I vote for Uruguay. The friend lives there, and that country has a much lower GDP per capita (less likely to have a lot of kids applying to the College). Gives the college more geographic diversity.
