Early Decision Econ/Bus. Admin.

I am considering applying early decision (nonrestrictive) to a school that has a good economics or business administration program.

I am considering applying ED to UPenn but I already know I will denied. So I would consider it a waste. I would, however, like to apply ED to UT Austin or UVA but they do not have early decision.

So my actual question is: Where should I apply ED nonrestrictive for Econ/Business Admin major at a reputable school?

Here are my stats:
HS GPA: 3.67 (weighted) (I plan for it to go up)
UC GPA: around 3.2 (will also go up)
Ethnicity: White

Soph PSAT (2007) (did not prep): 155
Reading: 41 Math: 51 Writing: 53

Practice ACT (2008): 24
Science: 26
Math: 26
English: 24
Reading: 20
(I will prep for this to take in June)

APs and Honors: Soph yr: AP Euro, Honors English, Honors Biology
This Year: AP Psychology, AP US History, Honors Chem
Sr. Year: AP Calc BC, AP Chemistry, AP US Gov, AP Economics

Community College Courses: Modern Art History, Geometry, Spanish (2 years), Stats, Computer Sci., Business.

Lots of ECs, Volunteer Hrs, and Honors: Church Services (2 positions), Youth Commission (a city-wide group that represents youth), Principal’s Honor Roll 4 semesters so far, and the list goes on… I have tallied about 75 hours of community service thus far (plan to have 200 hrs by Sr. year).

Thanks for your input!
