Early Decisions with Late Deadlines - Question

Some universities have Early Decision application deadlines that are fairly late. If a student applies ED to one university and is rejected, can they apply to another university Early Decision if the deadline has not yet passed?

I have found no official word on the issue, and the agreement still seems valid, since that university is now the student's first choice (the student having had their previous first choice labeled as an impossibility).

Yes, it's especially done w/ ED II, a second chance at other schools after one is rejected or deferred ED I.
