I am planning to apply to Harvard single-choice early action, which means that I will not be allowed to apply to any other college’s early admissions program.

I just received a letter in the mail telling me about a full-ride scholarship to Scripps that I am eligible for, and would like to apply. However, to apply for this scholarship, I must submit my application in November (the same time as the Early Action deadline) and will know if I have been admitted by January.

My question is, would this Scripps scholarship be considered an early action plan, thus forbidden by my SCEA agreement with Harvard? I am very much interested in this scholarship, but would not apply if doing so could hurt my chances at Harvard in any way.
